The National Highway Traffic Safety Administration is giving $600,000,000 to states over the next three years for improving pedestrian safety. California could fritter away its share on a few fancy cross-walks and a few new stop lights (solutions which increase traffic congestion.) Or California could make a big impact on even National pedestrian safety with a proposals to apply accident-free car technology to pedestrians.
